Matthew 5.22 : "But I say to you that anyone who is angry with his brother deserves to be punished by the judges, and he who says to his brother, Raca, deserves to be punished by the Sanhedrin, and who will say to him, "Fool, deserve to be punished by the fire of Gehenna."
The Word successively compares men to trees that have good fruit and bad fruit. It clearly reveals to us the judgment that will fall on the wicked:

1 Thessalonians 5.9: "For God hath not appointed us to anger, but to the acquisition of salvation by our Lord Jesus Christ ...."

We can consider that if some people do not have, or can not have, the Holy Spirit, it is because they do not obey God.
Acts 5.32 : "We are witnesses of these things, as is the Holy Ghost, which God gave to those who obey Him."
The Spirit of God is a Spirit of holiness, it is in our heart, in our spirit that we approach God as our Father to pray and adore. Sins offend the Holy Spirit, not only the faults that the morals of men condemn, but also the internal sins. Romans 6.22 : "But now that you have been freed from sin and become slaves to God, you have the fruit of progress in holiness and end of eternal life."

Ephesians 4.30 : "Do not grieve the Holy Spirit of God, by which you have been sealed for the day of redemption, but all bitterness, all animosity, all wrath, all clamor, all slander, and all wickedness, disappear from among you...."
Conclusion : let us live according to the Spirit, let us be attentive to all that hardens and saddening the Holy Spirit : "just as Christ has forgiven you, forgive you also." (Colossians 3:13) This communion of the Spirit extends to all the redeemed of the Lord Jesus, who all have the same Father, the same Lord, and the same Comforter. Love is manifested by kindness, patience, devotion, the Holy Spirit expresses our humanity as God desire. It is a balance of virtues, varied harmonies, quality of life in a trusting and loving dependence of the Lord Jesus Christ.
John 14.23 : Jesus answered him, "If anyone loves me, he will keep my word, and my Father will love him, and we will come to him, and make our abode with him." Amen !
